S&T began evaluating PAPRs in 2017 and completed its work in September 2019. During this time, S&T has invested expertise in the subject and tested users for MSRT's CBRN mission. In June 2019, S&T and CBC evaluated the implementation of PAPR equipment at MSRT East in Chesapeake, Virginia, where MSRT operators tested products in operational settings to select the most appropriate one for their mission.

The Coast Guard selected two Avon Industries products, the EZAir + and MP-PAPR systems (worn as tube backpacks) and worked with S&T and CBC to test them and provide the best for MSRT operators. The main purpose of tests conducted from January to June 2019 is to determine whether these respirators meet the manufacturer's specifications and Coast Guard requirements.

Both qualitative and quantitative results were included in the Coast Guard report and supported the acquisition of the Avon MP-PAPR system for use by all MSRT teams for their missions.
