HARRISBURG - Pennsylvania lawmakers have approved a plan to use $2.2 billion in federal stimulus money left over from the pandemic on life, conservation and child care programs.

None of the money will be used for direct payments to Pennsylvanians, as Democratic Gov. Tom Wolf has called for. Instead, Spotlight PA identified 20 programs to be funded using stimulus dollars. Here's an overview of the costs:
Pennsylvania Stimulus Checks: Irs Sends Letters On Eligibility
Of the $640 million total, most of the spending will go to conservation efforts, including providing clean water for state residents, restoring and maintaining state parks, and maintaining water and sewer systems.
Of that amount, $320 million will go to an existing state program that helps water agencies large and small with potable water and storm sewer projects, flood control projects and unsafe dam repairs.
Another $220 million will fund efforts to preserve farmland and clean up farm and mine runoff that could harm the state's water supply.
The latest programs are a continuation of two similarly named programs in the late 1990s and mid-2000s, which also focus on watershed management and park renewal.

The plan directs $250 million in one-time payments for long-term facilities and services, such as nursing homes, home health care facilities and senior day care services.
The spending plan also includes $260 million in grants to law enforcement agencies to upgrade their technology, support recruitment efforts and track gun violence.
The Law Enforcement Assistance Grant Program will provide $135 million to agencies for purposes such as purchasing or upgrading new equipment, hiring, funding and hiring non-traditional police officers such as crisis prevention specialists.

The grants are intended to supplement budgetary resources for law enforcement agencies. The program includes grants based on city size — Philadelphia, the state's only first-tier city, will receive a maximum of $25 million.
