HARRISBURG - Pennsylvania lawmakers agreed on a plan to use $2.2 billion in remaining federal pandemic stimulus for housing, preservation and child care programs.

Seventh Batch Of Stimulus Checks, Plus Up Payments, Arrive

None of the money will be used for direct payments to Pennsylvanians, as requested by Democratic Gov. Tom Wolf. Instead, Spotlight PA identified 20 programs to be funded with stimulus dollars. Here's a breakdown of the costs:

A total of $640 million, the bulk of the spending, will go toward conservation efforts that include providing clean water for state residents, restoring and repairing state parks, and maintaining water and sewer systems.

Of that, $320 million will be transferred to an already existing state program that helps water authorities large and small with drinking water and storm sewer projects, flood control projects and hazardous dam repairs.

Another $220 million will fund efforts to preserve farmland and clean up runoff from farms and mines that can harm the state's water supply.

Stimulus Payments Are Coming To These States In October

The latter programs are continuations of two similar programs from the late 1990s and mid-20th century that also focused on watershed management and park improvements.

The first will help Pennsylvania avoid legal trouble for failing to clean up the Chesapeake Bay, where much of the state's water flows, said David Hess, a former Pennsylvania secretary of state who helped launch the first iteration of the program.

As for the latter, state parks have $1.4 billion in deferred maintenance, Hess said, and "a lot of people have seen how valuable parks and forests are for recreation during the pandemic."

Lawmakers directed $375 million to help low- and moderate-income homeowners and renters repair their properties and increase or subsidize affordable public housing units.

How Big Are The Stimulus Payments, And Who Is Eligible?

Of that, $125 million will fund a program modeled after state Sen. Nikil Saval's (D., Philadelphia) Whole House Repair Fund.

"I thought there were issues that intersected in different geographies — that affected rural, urban and suburban areas," Saval said, one of which was that "everyone has the right and deserves a home that is safe, dry and healthy ."

The Whole Home Repair Program will provide grants and loans to homeowners and landlords to repair their properties. Financing is limited to homeowners whose household income does not exceed 80% of the area median income and to landlords who own fewer than 15 properties.

Two other programs are designed to improve and increase the number of affordable housing units.

What Will Pennsylvania Do With $2.2 Billion In Federal Stimulus Money?

The Housing Options grant program will award $100 million to developers and nonprofits that build, acquire or rehabilitate affordable housing for low-income renters. Another program, funded with $150 million, will help agencies developing affordable multifamily rental properties offset rising construction and material costs.

The stimulus money will also finance a temporary 70% expansion of the existing state property tax credit program for people over 65 and people with disabilities.

Last year, the program provided checks to 430,000 renters making less than $15,000 and homeowners making less than $35,000. Someone who received the maximum refund of $650 will receive an additional $455 as part of the one-year extension.

Within the Department of Human Services, the Child Care Stabilization Program will award grants to child care providers to retain staff in direct child supervision or environmental services.

These one-time payments are intended to supplement the salaries of existing employees and are up to a maximum of $2,500. The program will accept applications on a rolling basis until the $90 million is spent or the federal money runs out in 2026.

The plan directs $250 million in one-time payments to a range of long-term facilities and services, including nursing homes, health agencies and adult day care services.

The spending plan also includes $260 million in grants for law enforcement agencies to upgrade their technology, boost recruitment efforts and prosecute gun violence.

The Local Law Enforcement Support Grants Program will provide $135 million to agencies for reasons including purchasing or upgrading new equipment, hiring non-traditional police personnel such as crisis intervention specialists and funding retention and recruitment efforts.

The grants are intended to supplement the amount of money budgeted for law enforcement agencies. The program caps grants based on city size — Philadelphia, the state's only Tier 1 city, gets a maximum of $25 million.

The second measure, the Violence and Prosecution Research Grant Program, is more limited in scope. The program would provide grants to district attorneys' offices and law enforcement agencies to investigate and prosecute firearm-related crimes. The bill mandates that the program target areas with high rates of gun violence, but reserves 10% of the funding for rural areas.

The plan also provides $75 million in grants to district attorneys, community organizations and institutions of higher education for violence intervention and prevention.

The budget also creates the Behavioral Health Commission on Adult Mental Health — made up of lawmakers, cabinet secretaries, law enforcement, health industry officials and experts — and allocates $100 million to address the problems it identifies.

In addition to these big-ticket items, the plan also directs $3.8 million in stimulus money to public libraries, $15 million to nonprofit arts and culture organizations, $3 million to biotech research, $25 million to aid public services, $1.4 million to emergency aid in in the event of a pandemic to non-state schools. and an additional $35 million for the Nurses Student Loan Assistance Program, which was created last year.

Finally, the plan transfers up to $42.33 million to the state unemployment compensation fund, which pays unemployment benefits to people who are out of work. Business groups pushed for such a transfer to prevent an increase in their own unemployment benefit rates.
